O fenômeno dos regimes autoritários é ainda hoje relevante, mesmo diante do aclamado sucesso da chamada ‘’terceira onda de democratizações”? Este ensaio vai examinar como os regimes autoritários se posicionam diante de um quadro geral de regimes no mundo, especialmente em relação às democracias e aos chamados “regimes híbridos”, regimes que combinam características democráticas e autoritárias. Argumenta-se que, mesmo que seja insustentável falar-se de um “declínio democrático”, há indícios de uma renovação autoritária, inclusive manifesta nas “camadas cinzentas” dos regimes híbridos.
Is the phenomenon of the authoritarian regimes relevant to our times, even before the acclaimed success of the so-called “third-wave of democratization”? This essay will examine how the authoritarian regimes stand in a general framework of political regimes in the world, particularly in relation to democracy and to the regimes called “hybrid”, which combine democratic and authoritarian traits. It is argued that, even as it cannot be sustained that there exists a “democratic decline”, there are traces of an authoritarian renewal, manifest even in these “shades of gray” of the hybrid species.
