O artigo pretende aproximar razão de Estado (conceito típico do pensamento político moderno) de poder neutro (conceito extraído da obra de Benjamin Constant). Partindo da intepretação de que um poder neutro é justificado pela falência do sistema representativo e da soberania popular, o trabalho demostra que ambos os conceitos possuem uma finalidade comum: a preservação do Estado sem o uso da violência e a manutenção das instituições vigentes.
Resumo Inglês:
The article aims to approximatereason of State(typical concept of modern political thought) closer to neutral power (concept extracted from the work of Benjamin Constant). Based on the interpretation that a neutral power is justified by the bankruptcy of the representative system and popular sovereignty, the work shows that both concepts have a common purpose: the preservation of the State without the use of violence and the maintenance of existing institutions.
