O presente texto investiga os usos políticos da ditadura civil-militar brasileira pela gestão de Fernando Henrique Cardoso (FHC) na presidência da República (1995 - 2002), analisando medidas memoriais empreendidas pelo seu governo (como a Lei dos Desaparecidos, a primeira implementada na Nova República), bem como a controversa assinatura do Decreto 4.553, a reforçar sigilo sobre documentos do Estado. Também são analisadas as menções oficiais ao regime militar em seus discursos presidenciais, manifestadas, principalmente, em ocasiões de efemérides comemorativas ou de lançamento de políticas relacionadas ao tema. Parte-se do entendimento de que essas, bem como as palavras presidenciais, representam um esforço estatal de estabilização das batalhas de memória através de institucionalização de narrativa única sobre o passado. Este levantamento aponta que FHC, embora tenha apresentado uma gestão do passado ditatorial relativamente progressista para o contexto latinoamericano da época, mantém o pacto conciliatório que deu forma à transição política na década de 1980 e instrumentaliza a memória do autoritarismo em favorecimento de seu projeto econômico liberal.

The present text investigates the political uses of the brazilian civil-military dictatorship under Fernando Henrique Cardoso’s (FHC) presidency (1995-2002), analyzing the memorial measures undertaken by his government (such as the Law of the Disappeared, the first implemented during the New Republic), and the signing of the Decree 4.553, which reinforces secrecy of State documents. Also analyzed are the official mentions of the military regime in his presidential speeches, mainly on occasions of commemorative celebrations or of launching of related policies. The research comes from the understanding that these, as well as the presidential speeches, represent a state effort to stabilize the battles of memory through the institutionalization of a unique narrative about the past. This survey points out that FHC, although presenting a relatively progressive management of the dictatorial past for the Latin American context of the time, maintains the conciliatory pact that shaped the political transition in the late 1980s and instrumentalizes the memory of authoritarianism favoring his liberal economic project.
