O presente artigo pretende discutir a gestão da cultura nos anos de governo Getúlio Vargas, especialmente nos anos do Estado Novo. Busca-se aqui compreender de que forma a cultura e a cultura popular, questões em alta à época eram pensadas e de que modo a ação governamental, através das mais diversas formas, tentaria trazê-la para perto das esferas da oficialidade. Assim, compreender tal questão significa reconhecer que a relações entre Estado Novo e cultura estão calcadas em tensões e contradições. De um lado o incentivo à cultura oficial, de outro tentativa de encampar a cultura popular, seja por meio da repressão e adaptação dela aos interesses de Estado, apagando dela as marcas e heranças que pudessem se chocar com os interesses do regime. Exemplo desse movimento será o samba, que aqui trataremos um pouco. Contudo, antes de nos lançarmos à questão central desta discussão também será necessário, ainda que de forma breve, percorrer a ideia de nacional popular, e compreender os pontos de intersecção entre a problemática da identidade nacional e a questão da cultura popular.

This article discusses the management of the culture during the Getúlio Vargas government, especially in the years known as the Estado Novo (New State). This work aims to understand how culture and popular culture, very important questions by that time, were understood and how government action, through various forms, tried to bring it closer to the official sphere. Understanding this question means to recognize that the relationship between New State and culture were modeled on tensions and contradictions. On one side, the encouragement the official culture, on the other side, the attempt to incorporate the popular culture, whether through repression and adapting it to state interests, erasing her brands and inheritances that could clash with the interests of the regime. An example of this movement is the samba that will be discussed. However, before getting to the point of this discussion it will also be necessary, even though briefly, to rescue and discuss the idea of “national popular” in order to understand the points of intersection between the issue of national identity and issue of popular culture.
