VIGILÂNCIA E PUNIÇÃO PREVENTIVA: O PODER COMO MEIO DE DOMINAÇÃO E EXCLUSÃO SOCIAL

Resumo Português:

O presente artigo objetiva analisar o exercício do poder como mecanismo de dominação, enfocando o aspecto da marcação diferencial que confina determinados grupos de pessoas em guetos sociais nos quais se positivam mecanismos de vigilância, controle e punição que asseguram a produção, consolidação e manutenção da exclusão social. Pessoas, como o negro e o pobre, o estrangeiro, enfim, o Outro, são rotuladas como diferentes e, por isso, potencialmente perigosas, tornando imperioso às estruturas centrais de poder estabelecer mecanismos eficientes de vigilância e punição preventiva, a fim de assegurar o bem-estar de uma sociedade avessa ao pluralismo. Buscam-se analisar os modos mediante os quais esses mecanismos de poder atuam, quais as verdades que se produzem e como se as veiculam eficazmente, no sentido de submeter o indivíduo à pauta de comportamento ditada pelas respectivas estruturas de poder centralizado.

The present article aims to analyze the exercise of the power as domination mechanism, focusing the aspect of the distinguishing marking that confines some groups of people in social ghettos in which monitoring, controlling and punishment mechanisms act positively, assuring the production, consolidation and maintenance of the social exclusion. People as the black, the poor person, foreigner, at last, the Other, are tagged as different and, therefore, potentially dangerous, becoming imperious to the central structures of power being able to establish efficient mechanisms of monitoring and preventive punishment, in order to assure well-being of a society opposite to pluralism. One searchs to analyze the ways through which these mechanisms act, which are its truths produced and how do they propagate efficiently, in the direction to submit the individual to the guideline of behavior dictated by the respective centralized structures of power.
