A RACIONALIDADE SUBSTANTIVA NA GESTÃO PÚBLICA: O CASO DO NÚCLEO DE TECNOLOGIA DA INFORMAÇÃO DA UFPE

Resumo Português:

Este trabalho tem como objetivo analisar se existe a racionalidade substantiva de forma
predominante no ambiente de gestão de TI da UFPE na visão de seus diretores do período de
2000 a 2009. A abordagem teórica adotada tomou como base os conceitos do fato
administrativo e da ação administrativa, temas desenvolvidos pelo sociólogo Alberto
Guerreiro Ramos, abrangendo a concepção de um sistema administrativo em equilíbrio
dinâmico, associada ao reconhecimento de uma categoria de totalidade, com seus elementos
constitutivos dispostos em diferentes camadas e em contínua inter-relação, interagindo com o
ambiente externo reciprocamente, transformando, a partir desse contexto e através de ações
administrativas, seus recursos e investimentos nos objetivos propostos, mas sem perder de
vista o bem-estar dos indivíduos.

Resumo Inglês:

This work has as study object to analyze if there is the substantive rationality in the
predominant form on the environment of IT management of the UFPE in the vision of its
directors of the period from 2000 to 2009. The adopted theoretical approach took as base the
concepts of the administrative fact and the administrative action, themes developed by the
sociologist Alberto Guerreiro Ramos, including the conception of an administrative system in
dynamic balance, associated to the recognition of a category of totality, with its constitutive
elements disposed in different layers and continuous interrelation, interacting with the
external environment reciprocally, transforming, from this context on and through
administrative actions, its resources and investments in the proposed objectives, but still
considering well-being of the individuals.
