O Plano de Ações Articuladas (PAR) instituído no segundo mandato do governo Luiz Inácio Lula da Silva (2007-2010), no âmbito do Plano de Desenvolvimento da Educação (PDE), adquiriu centralidade na política educacional brasileira. Trata-se de um instrumento de planejamento estratégico, elaborado pelos estados e municípios para recebimento de assistência técnica e financeira do Ministério da Educação (MEC), estruturado em quatro dimensões. Este artigo apresenta resultados de pesquisa e tem como objetivo analisar as ações definidas ou redefinidas no segundo ciclo do PAR (2011-2014), no âmbito da dimensão Gestão Educacional, em três municípios do Estado de Mato Grosso do Sul, por meio do exame de fontes documentais. Considera-se que o MEC induziu os entes federados a assumirem responsabilidades na gestão da educação, possibilitando a incorporação de políticas de gestão democrática para a educação básica.

The Articulated Action Plan (PAR) introduced in the second term of government Luiz Inácio Lula da Silva (2007-2010), under the Education Development Plan (PDE) had drawn mainattention on Brazilian educational policy. It is a strategic planning tool, shared in four extents and developed by the states and municipalities in order to receive technical and fi nancial assistance from the Ministry of Education (MEC). This article presents research results and aims at analysing the actions defined or redefi ned in the second PAR cycle (2011-2014), under the Educational Management dimension in three municipalities in the state of Mato Grosso do Sul, through the examination of documentary sources. It is considered that MEC has led federal entities to take responsibilities on management education, enabling the incorporation of democratic management policies for basic education.
