O presente artigo busca relacionar as diretrizes geradas por documentos nacionais e internacionais de cunho preservacionista, conhecidos como Cartas Patrimoniais, com um caso real em que a aplicação prática das diretrizes desencadeia o exercÃcio da cidadania. Para isso, utiliza-se como estudo de caso o itinerário turÃstico denominado Caminho dos Moinhos na região dos Vales, interior do estado do Rio Grande do Sul - Brasil. Esta prática, que ainda se apresenta em pleno desenvolvimento, possui suas raÃzes na construção social que conduz ao fortalecimento da identidade da região por meio da valorização de sua cultura local. As bases da geografia cultural humanista, aliadas ao turismo cultural, encontram nesse contexto um estudo que declara e ressalta a importância de se valorizar o espaço vivido pelos cidadãos, no intuito de se alavancar o desenvolvimento da região mantendo vivas suas raÃzes identitárias.

The present article aims to relate the guidelines generated by national and international documents of a preservationist matrix, known as Patrimonial Letters, with a real case where the practical application of these guidelines unchains the exercise of the citizenship. In this way it is used as a case the tour itinerary named Caminho dos Moinhos (Path of Mills) in the Valley region in the state of the Rio Grande Do Sul - Brazil. This practice which is still in development has its roots in the social construction that leads to the reinforcement of the region identity by means the valuation of its local culture. The bases of humanist cultural geography coupled with cultural tourism find in this context a study which declares and highlights the importance of valorize the living space by the citizens in order to leverage the region's development by keeping alive their roots identity.
