O presente artigo analisa a participação social nos Conselhos Distritais de Saúde (CDS) da cidade de João Pessoa-PB, evidenciando suas dificuldades e potencialidades. Resultou de uma investigação com abordagem qualitativa, cuja operacionalização se deu em duas etapas, respectivamente: entrevistas individuais e observação participante. Foram realizadas entrevistas individuais semiestruturadas, organizadas em um roteiro e aplicadas com os diretores gerais e/ou técnicos/profissionais dos Distritos Sanitários (DS). Decorreram participações em reuniões mensais destes conselhos, com sistematização do olhar do pesquisador via diário de campo. A perspectiva de análise desenvolvida no decorrer desta pesquisa consistiu-se da dialética. Os resultados demostram que o principal obstáculo, na visão dos membros dos DS, consiste na participação dos usuários nas reuniões. Muitos dos movimentos e das entidades com potencial de participação não se fazem presentes nesse espaço por não acreditarem que tal participação seja capaz de gerar mudanças.
This article analyzes social participation in the District Health Councils (DHCs) of the city of João Pessoa, Paraíba, highlighting their challenges and potential. It is the result of a qualitative research approach, implemented in two stages: individual interviews and participant observation. Individual semi-structured interviews were conducted, organized in a script, and administered to the general directors and/or technicians/professionals of the Health Districts (DHCs). Participation in monthly meetings of these councils took place, with the researcher's perspective systematized through field diaries. The analytical perspective developed throughout this research was dialectical. The results demonstrate that the main obstacle, from the perspective of DHC members, is user participation in meetings. Many movements and organizations with potential for participation are not present in these spaces because they do not believe that such participation can generate change.
