Por meio de uma breve evolução histórica, descreve-se a trajetória da representação dos direitos humanos, passando pelo exame do quadro contemporâneo desta representação tanto no cenário externo quanto no interno, de que forma encontra-se estabelecido seu paradigma trançando-se o panorama internacional após o 11 de Setembro de 2001 e a necessidade da afirmação da condição da cidadania.

Through a brief historical review, the trajectory representation of human rights, through the examination of the contemporary framework of representation in both the external as the internal scenario, how its paradigm is set up, establishing the international situation after September 11, 2001 and the need to affirm the condition of citizenship.
