INFRAESTRUTURA VERDE E OPORTUNIDADES DE SOLUÇÕES AGREGADORAS DE RESILIÊNCIA PARA A MATRIZ INTERMODAL DE TRANSPORTES DO BRASIL

Adequar os projetos de transportes e de logística ao discurso da sustentabilidade é pressuposto de um bom delineamento, tanto na fase inicial como nas subsequentes. Sendo assim, projetos atuais de transportes e de infraestrutura, devem incluir critérios que sejam representativos dessa sintonia. Qualquer comparação efetivada entre os três modos aquaviário, ferroviário e rodoviário, apresenta a maior racionalidade dos dois primeiros modos sobre o terceiro, em termos de aderência tanto quanto à sustentabilidade, quanto à trilogia de eficiências: energética, econômica e ambiental. A pesquisa sobre o binômio resiliência e investimentos verdes oferece a oportunidade de discussão dos elementos necessários e consequente fundamentação para que a resiliência seja a tônica do processo de restabelecimento do equilíbrio da matriz intermodal de transportes no Brasil.   Quais serão os “stakeholders” desse processo? Qual a ponderação necessária e exigida para efetivar o desejável balanceamento entre esses agentes intervenientes de forma a viabilizar um conjunto analítico com efetividade? A Matriz de Repartição Intermodal de Transportes do Brasil é concentrada fortemente no modo de transporte rodoviário, com 63%, o que ocasiona um significativo impacto negativo sobre o meio-ambiente. A metodologia de renovação radical utiliza conceitos associados à resiliência, de forma tal que - por analogia – pode ser direcionada para investimentos em infraestrutura “verde”. Em tal cenário emerge o conceito de Ecologística, uma “Logística Ecológica”, para a qual é desenhada uma configuração institucional. Seria uma Logística com eco? (ou que repercuta?). Estas questões são idealizadas para fomentar pesquisas sobre o assunto. Ao final é inserido um CANVAS do projeto de uma infraestrutura verde por resiliência através do reequilíbrio da matriz intermodal de transportes no Brasil, que agrega: objetivo, justificativa, benefícios, características do produto, escopo, stakeholders, premissas e restrições, riscos, entregas, datas e investimentos.

Adapting transport and logistics projects to the discourse of sustainability is a prerequisite for a good design, both in the initial and subsequent phases. Therefore, current transport and infrastructure projects must include criteria that are representative of this alignment. Any comparison made between the three waterway, rail and road modes shows the greater rationality of the first two modes over the third, in terms of adherence to both sustainability and the trilogy of efficiencies: energy, economic and environmental. The research on the binomial resilience and green investments offers the opportunity to discuss the necessary elements and consequent rationale for resilience to be the keynote of the process of restoring the balance of the intermodal transport matrix in Brazil. Who will be the “stakeholders” of this process? What is the necessary and required weighting to effect the desirable balance between these intervening agents in order to enable an effective analytical set? The Intermodal Transport Distribution Matrix in Brazil is heavily concentrated in the road transport mode, with 63%, which causes a significant negative impact on the environment. The radical renovation methodology uses concepts associated with resilience, in such a way that - by analogy - it can be directed towards investments in “green” infrastructure. In such a scenario emerges the concept of Ecologistics, an “Ecological Logistics”, for which an institutional configuration is designed. Would it be an eco-friendly logistics? (or what repercussions?) These questions are designed to encourage research on the subject. At the end, a CANVAS of the project of a green infrastructure for resilience is inserted through the rebalancing of the intermodal transport matrix in Brazil, which adds: objective, justification, benefits, product characteristics, scope, stakeholders, assumptions and restrictions, risks, deliveries, dates and investments.
