Este texto tem por objetivo analisar os aspectos do financiamento do sistema educacional brasileiro sob a perspectiva dos limites definidos pela Constituição Federal de 1988 e as respectivas competências atribuídas a Estados e Municípios. Analisa-se, em particular, a introdução do Fundef em 1996 e do Fundeb em 2007 e os seus efeitos em termos de distribuição de recursos para os respectivos entes federados em termos de alocação de recursos por aluno. Considera-se que os respectivos fundos contribuíram para diminuir as assimetrias regionais, porém, ainda não atingiram patamar necessário para equilibrar uma distribuição mais homogênea, basicamente porque a participação da União ainda é muito limitada. Nesse particular, discute-se se o novo Fundeb, com a ampliação da maior contribuição da União, pode promover uma melhor distribuição dos recursos para fazer frente aos desafios enfrentados por estados e municípios na oferta da educação básica e na ampliação dos direitos dos cidadãos.

This text analyzes the financing aspects of the Brazilian educational system from the perspective of the limits defined by the Federal Constitution of 1988 and the respective competences attributed to States and Municipalities. In particular, the introduction of Fundef in 1996 and Fundeb in 2007 and their effects in terms of resource allocation to their respective federated entities in terms of resource allocation per student are analyzed. Their funds are considered to have contributed to reducing regional asymmetries, but have not yet reached the level necessary to balance a more homogeneous distribution, basically because the Union's participation is still very limited. In this regard, it is discussed whether the new Fundeb, with the expansion of the Union's largest contribution, can promote a better distribution of resources to meet the challenges faced by states and municipalities in providing basic education and expanding citizens' rights.
