A pesar de la preocupación creciente de la comunidad internacional frente al terrorismo de Estado no se ha podido alcanzar un concepto que permita precisar su alcance, así como determinar bajo que presupuestos se configuran crímenes internacionales, entendiendo que se violan gravemente los Derechos humanos. Este trabajo se dirige a examinar la actuación de los agentes de Estado, tanto a la luz del Derecho internacional como del interno.
Despite the growing concern of the international community against the state terrorism it has not been able to reach a concept that allows to define its scope and determine under which budgets are set international crimes understanding that human rights are seriously violated. This work is aimed to examine the actions of the state agents both in the international law as well as in the internal.
