Cultura e valores organizacionais em uma universidade federal brasileira

A escassez de estudos voltados à cultura organizacional em instituições públicas deve-se, muitas vezes,
à percepção de que a cultura das organizações públicas é equivalente à das organizações privadas.
Nessa pesquisa, propõem-se dois objetivos: 1) apresentar as caracterÃsticas culturais de três órgãos
que compõem um segmento de uma instituição pública, através de seus valores e orientações de
cultura; e 2) identificar no âmbito da mesma unidade as diferenças entre os valores e as orientações
culturais dos órgãos que a compõe. Escolheram-se como ambiente de pesquisa os órgãos
subordinados à Pró-Reitoria de Planejamento e Orçamento (PROPLAN) da Universidade Federal de
Viçosa (UFV), em razão da importância das instituições de ensino no desenvolvimento social e
econômico do PaÃs. Caracteriza-se como uma pesquisa aplicada e apresenta os valores e as orientações
culturais de uma instituição pública, através da aplicação e adaptação do Modelo de Análise Cultural
Integrado, desenvolvido por Cercal (2001), com base nos modelos de análise dos valores e da cultura
de Nelson e Loureiro (1996) e Trompenaars (1994), respectivamente. Os resultados apontam que nos
três órgãos estudados, pertencentes à mesma Pró-Reitoria, há diferenças evidentes, principalmente no
que tange ao relacionamento, ao tempo e à forma de lidar com o ambiente. Concluiu-se que essas
diferenças têm por base os valores praticados por seus integrantes, bem como às próprias
caracterÃsticas de cada órgão.

There are few studies focused on organizational culture in public institutions should be often the
perception that the culture of public organizations is equivalent to private organizations. In this
argument probably does not take into account the specificities of a public organization or the purposes
for which it is created. In this research, we propose two goals: 1) to introduce the cultural
characteristics of three agencies that make up a segment of a public institution, through their cultural values and orientations, and 2) verify that within the same unit there are differences between values and cultural orientations of the bodies that compose it. Chosen as the research environment the
subordinate offices to the Dean of Planning and Budget (PROPLAN) Federal University of Viçosa (UFV),
because of the importance of educational institutions in social and economic development of the
country. It is characterized as an applied research and presents the values and cultural orientations of a public institution, through application and adaptation of the Integrated Cultural Analysis Model,
developed by Cercal (2001), based on analytical models of the values and culture of Nelson and
Loureiro (1996) and Trompenaars (1994), respectively. The results show that the three organs
studied, belonging to the same Dean, there are clear differences, especially in regard to the
relationship, time and how to deal with the environment. It was concluded that these differences are
based on the prices charged by its members, as well as to the characteristics of each organ.
