O surgimento da necessidade de expandir a educação superior e, por conseguinte, das políticas de avaliação, mostraram como a política social deve ser um meio de mudança social ao procurar atender às mudanças de padrão de exigência da sociedade quanto à necessidade de desenvolvimento por meio da educação. Neste contexto, destacan-se as profundas transformações sociais, políticas e econômicas ocorridas nos anos 1990 com o advento da crise do Estado Provedor. Essas transformações afetaram diversas áreas sociais e, em especial, a educação superior no Brasil. A partir dessa realidade, nasce um novo Estado Avaliador que viria a promover o crescimento da educação superior pelas instituições privadas e, por meio de diversos dispositivos legais, reforçar a sua posição de regulador do sistema educacional. Dentre as principais leis, destaca-se a Lei de Diretrizes e Bases da Educação – LDB que inclusive já estabelece uma vinculação da avaliação e com a regulação no contexto da educação. Essa lei provocou desdobramentos significativos para o controle o sistema de avaliação da educação superior e um deles é própria criação da Comissão Própria de Avaliação - CPA. O trabalho de pesquisa em questão apresenta um olhar sobre a evolução histórica inerentes ao sistema de avaliação da educação superior pelo poder pública até a CPA e mostra, por meio de investigação em pesquisa documental, como a CPA passou a fornecer elementos para gestão institucional representar um dos importantes mecanismos para o planejamento estratégico das Instituições de Ensino Superior – IES’s.

The emergence of the need to expand higher education and, therefore, evaluation , has shown how social politics should be a means of social change in seeking to meet changing societal standards of need for development through education. In this context, we highlight the profound social, political and economic transformations that occurred in the 1990s with the advent of the Provider State crisis. These transformations affected several social areas and, in particular, higher education in Brazil. From this reality, a new Evaluator State is born that would promote the growth of higher education by private institutions and, through various legal provisions, strengthen its position as regulator of the education system. Among the main laws, we highlight the Law of Education Guidelines and Bases - LDB, which already establishes a link between evaluation and regulation in the context of education. This law caused significant consequences for the control of the higher education evaluation system and one of them is the creation of the Own Evaluation Commission - CPA. The research work in question presents a look at the historical evolution inherent in the system of evaluation of higher education by the public power up to the CPA and shows, through research in documentary research, how the CPA began to provide elements for institutional management to represent a important mechanisms for the strategic planning of Higher Education Institutions - HEIs.
