Os crimes contra o patrimônio e a pessoa vêm crescendo
há quase quatro décadas. Hoje, há profundas descrenças
dos cidadãos na capacidade do poder público em oferecer
segurança. Neste texto são apresentados resultados
da primeira etapa da pesquisa Estudo da Impunidade.
São Paulo, 1991-1997 (NEV/USP/Cepid), cujos objetivos
principais são identifi car a magnitude da impunidade
penal para crimes determinados e os mecanismos e
processos institucionais que a produzem. O foco teóricometodológico
reside na performance institucional dos
atores (policiais e judiciais) encarregados de apurar responsabilidade
nos crimes.

Crimes against property and people have been on the
rise for almost four decades. Today, citizens have a deep
disbelief in the capacity of the public authorities to off er
security. Violence and criminal impunity: From detected
crime to investigated crime presents the results of the
fi rst stage of the research Study into Impunity: São Paulo,
1991-1997 (NEV/USP/Cepid), the main objectives of
which are to identify the magnitude of criminal impunity
for certain crimes and the institutional processes and
mechanisms that produce such impunity. The theoretical
and methodological focus is on the institutional performance
of the players (police and judicial offi cers) charged
with determining the responsibility for crimes.
