TRANSFORMAÇÕES NO MUNDO DO TRABALHO E SERVIÇO SOCIAL: UM ESTUDO SOBRE O SOFRIMENTO E ADOECIMENTO PROFISSIONAL NO SISTEMA ÚNICO DE ASSISTÊNCIA SOCIAL (SUAS)

Este texto objetiva analisar os impactos da reestruturação produtiva nos espaços sócio-ocupacionais reestruturados dos assistentes sociais, buscando identificar os reflexos na saúde desses trabalhadores. Para tanto, utilizamos o Sistema Único de Assistência Social como exemplo. O ponto de partida é a compreensão das transformações no mundo do trabalho em curso desde a década de 1970 no plano internacional. No Brasil, as alterações nas formas de gestão e regulação do trabalho se mesclam às particularidades históricas do país, economicamente subordinado aos centros econômicos. A partir da corrosão do trabalho formal e regulamentado, ampliam-se as manifestações de sofrimento e adoecimento laboral. Parte-se do pressuposto de que os assistentes sociais atuam nessas refrações da “questão social” e, ao mesmo tempo, as experienciam na condição de assalariamento. Metodologicamente, revisamos a bibliografia de autores vinculados a teoria social de Marx que tratam sobre a reestruturação produtiva e as suas consequências. No que concerne ao debate sobre o Serviço Social, utilizamos como marco teórico as contribuições de Marilda Iamamoto, José Paulo Netto, Ana Elizabete Mota e Raquel Raichelis . A fim de contemplar a discussão sobre o SUAS como espaço sócio-ocupacional, recorremos a textos e pesquisas acerca da política de Assistência Social e as demandas postas aos assistentes sociais. Para refletir sobre as situações de sofrimento e adoecimento laboral utilizamos resultados de pesquisas anteriores. Verificou-se que a retração e desregulamentação do trabalho impactam na relativa autonomia profissional dos assistentes sociais, gerando conflitos éticos e sofrimento mental diante da impotência de exercer uma prática profissional digna.

This text aims to analyze the impacts of the productive restructuring in the social-occupational spaces of social workers, seeking to identify the reflections on the workers’ health. For this, we use the Unified Social Assistance System as an example. The starting point is the understanding of the transformations of the work in progress since the 1970s at the international level. In Brazil, the changes in the forms of management and regulation of work are mixed with the historical particularities of the country, economically subordinated to economic centers. From the corrosion of formal and regulated work, the manifestations of suffering and illness at work are amplified. It is based on the assumption that social workers work in these refractions of the “social issue” and, at the same time, experience them in the condition of wage-earning. Methodologically, we review the bibliography of authors linked to Marx's social theory that deal with productive restructuring and its consequences. About Social Work, we used as a theoretical framework the contributions of Marilda Iamamoto, José Paulo Netto, Ana Elizabete Mota and Raquel Raichelis. In order to contemplate the discussion about Unique Social Assistance System as a socio-occupational space, we resorted to texts and research about the Social Assistance policy and the demands placed on social workers. To reflect on situations of suffering and illness at work, we used results from previous research. It was found that the retraction and deregulation of work impact the relative professional autonomy of social workers, generating ethical conflicts and mental suffering in the face of the impotence to exercise a dignified professional practice.
