A TIPOLOGIA PLUVIOMÉTRICA E DOS IMPACTOS URBANOS: UM INSTRUMENTO DE INFORMAÇÃO E PREVISIBILIDADE APLICADO NA CIDADE DE MARINGÁ/PR

A tipologia se baseia num estudo sistemático de tipos, ou seja, numa análise integrada entre caracteres distintivos de elementos, visando encontrar ou definir algumas relações por suas peculiaridades. Desta forma, este estudo de caso teve como objetivo, por meio de uma contribuição tipológica, realizar análises do ritmo pluviométrico e dos impactos socioeconômicos urbanos em Maringá/PR. Foi utilizada uma bibliografia referente ao assunto e para a caracterização do universo de estudo, juntamente a uma análise temporal de 1976 a 2006 (estações de primavera e verão) de medições da Estação Climatológica Principal de Maringá, de notícias do jornal “O Diário do Norte do Paraná”, de registros da Defesa Civil e do Corpo de Bombeiros e de informações do DATASUS. O uso de tipologias constituiu-se em eficientes propostas, tanto como meio de informação, para a caracterização do ritmo pluviométrico, quanto como medidas de alerta à sociedade, em relação aos impactos urbanos. Entretanto, é importante ressaltar-se que tais medidas devem ser decididas e efetivadas provisoriamente, pois, como puderam ser observados, os impactos não ocorreram, apenas, pelas condições do tempo, sendo favorecidos pelas formas em que está estruturada a cidade. Assim, devem-se buscar providências corretivas, recuperativas e definitivas, que vissem maior equilíbrio entre a relação sociedade e natureza (especialmente, o urbano e o clima).

The typology is based on a systematic study of types, which means, an integrated analysis between distinctive characters of elements, aiming encounter or define some relations by their peculiarities. So, this study of case proposed, with a typological contribution, to realize some analysis of the pluviometrical rhythmic and the socioeconomics urban impacts in the city of Maringá, Paraná State. An bibliography referring to the subject and the characterization of the universe of the study was used, jointly to a temporal analyses from 1976 to 2006 (spring and summer stations) of measurements of the Main Climatologic Station of Maringá, of newspaper’s articles in the “O Diário do Norte do Paraná”, of registers of the civil defense and fire brigade and of some pieces of information of the DATASUS. The use of typologies was formed in an efficient proposal as mean of information to the characterization of the precipitation, just as measures of alerts and preventives of the urban impacts to society.
Meanwhile, it’s important to stand out that these measures must be decided and accomplished provisionally, because, as they could be seen, the impacts didn’t occur just because of the weather conditions, but they were helped by the way that the city is organized. So, it’s important to look for corrective and definitive arrangements, looking at a better balance between the society and nature relationship (especially, the urban and the climate).
