O estudo analisou os objetivos e as metas pactuadas pelo municÃpio do Rio de Janeiro na adesão ao PROESF e as relações intergovernamentais e interinstitucionais na implementação e expansão da Estratégia Saúde da FamÃlia no Complexo do Alemão. Realizou-se análise qualitativa dos documentos institucionais e entrevistas com gestores da Secretaria Municipal de Saúde. Autonomia polÃtica e fiscal configura as relações dos entes federados. A concentração da arrecadação pelo Governo Federal e a dependência financeira no custeio dos sistemas municipais limitam o planejamento de acordo com as necessidades da população.
This study has examined the purposes and goals agreed upon by the municipality of Rio de Janeiro in compliance with the ‘Projeto de Expansão e Consolidação da Saúde da FamÃlia’ (Project for Expansion and Consolidation of Family Health – PROESF) and intergovernmental and inter-institutional relations in the implementation and expansion of the Family Health Strategy in ‘Complexo do Alemão’. We carried out
a qualitative analysis of institutional documents and interviews with managers of the Municipal Health Department. The relationship of federal entities is based on political and fiscal autonomy. The concentration of Federal Government revenue and the financial dependency on funding municipal systems limit the planning to meet the population’s needs.
