Resumo Português:
O presente artigo resulta do pensamento de três investigadores oriundos de realidades económicas, sociais, geográficas e políticas diversas, na tentativa de contribuir com soluções para o principal desafio da próxima década – a reforma do Estado. Nesse sentido, em primeiro lugar, entende-se que o custo de nada fazer face a uma nova realidade é elevado, pois o atual Estado-providência irá definhar em poucos anos devido à sua dimensão excessiva. Em segundo, julga-se que a atual crise social, mas também económico-financeira, representa uma oportunidade. Por fim, este é o momento histórico de ser encetado um movimento de reinvenção do Estado, que tenha como seu centro gravitacional a completa liberdade individual dos cidadãos, como elemento decisivo para ressuscitar o espírito democrático, por via da diminuição do peso do Estado na economia e na sociedade.

This paper results from the thought of three researchers coming from diverse economic, social, geographic and political realities, in an attempt to contribute with solutions for the main challenge of the next decade – the reform of the state. As such, in the first place, it is understood that the cost of doing nothing in the face of a new reality is high, since the current welfare state will go into decline in a few years due to its excessive dimension. Secondly, it is believed that the present social crisis, as well as the economic-financial one, represents an opportunity. Finally, that this is the historic mo-ment to undertake a movement of state reinvention, with the complete individual freedom of its citizens has its gravitational centre, as a decisive element to revive the democratic spirit through the reduction of the state’s weight in the economy and society.
