Proteção civil em Portugal: breve apontamento histórico

Tendo a ambição de dar a conhecer a evolução ao nivel da proteção civil, em Portugal, surge-nos, a questão de saber como foi efetuada, por forma a melhorar a articulação entre agentes de proteção civil, com ganhos de eficiência na prestação do socorro à população. Daqui emerge o objetivo de saber o que originou a defesa civil em Portugal e a sua evolução para a atual proteção civil. Avançamos efetuando um levantamento legislativo, de 1936 a 2020.

O percurso de investigação adotado, foi o de utilizar técnicas de recolha, tratamento e interpretação de dados secundários, dados documentais.

Constatamos que em sequência da 2ª Guerra Mundial, 1939-1945, os diversos estados viram-se confrontados com a manifesta falta de proteção e segurança das suas populações.

Em Portugal, no ano de 1936, com a publicação do Decreto-lei n.º 27058, de 30 de setembro, foi criada a Legião Portuguesa.

Com a entrada em vigor do Decreto-lei n.º 2093, de 20 de junho de 1958, são determinadas e definidas as normas do funcionamento da Organização Nacional da Defesa Civil do Território. Foi responsabilidade da Legião Portuguesa, instituição paramilitar, a preparação e a execução dos serviços da DCT, nomeadamente o plano nacional da defesa civil do território.

Em sequência da Revolução de 25 de abril de 1974, e com a aprovação do Decreto-lei n.º 171/74, de 25 de abril, pela Junta de Salvação Nacional, foi aprovada a extinção da Legião Portuguesa e da Organização Nacional da Defesa Civil do Território.

Seguiu-se uma série de diplomas legais onde se comprova que a defesa civil, sob a tutela do Ministério da Defesa, deu lugar à proteção civil, sob tutela do Ministério da Administração Interna, desde 1974 até à atualidade.

With the ambition of making known the evolution in terms of civil protection, in Portugal, the question arises, how it was carried out, in order to improve the articulation between civil protection agents, with efficiency gains in the provision of assistance to the population. From here emerges the objective of knowing what originated civil defense in Portugal and its evolution to the current civil protection. We moved forward by carrying out a legislative survey, from 1936 to 2020.

The research path adopted was to use techniques for the collection, treatment and interpretation of secondary data, documentary data.

We found that in the wake of the Second World War, 1939-1945, the different states were confronted with the manifest lack of protection and security of their populations.

In Portugal, in 1936, with the publication of Decree-Law No. 27058, of September 30, the Portuguese Legion was created.

With the entry into force of Decree-Law No. 2093, of June 20, 1958, the rules for the functioning of the National Organization for Civil Defense of the Territory are determined and defined. It was the responsibility of the Portuguese Legion, a paramilitary institution, to prepare and execute the services of the DCT, namely the national plan for the civil defense of the territory.

Following the Revolution of April 25, 1974, and with the approval of Decree-Law No. 171/74, of April 25, by the National Salvation Board, the extinction of the Portuguese Legion and the National Defense Organization was approved Of the Territory.

A series of legal acts followed, proving that civil defense, under the tutelage of the Ministry of Defense, gave way to civil protection, under the tutelage of the Ministry of Internal Administration, from 1974 to the present.
