O propósito deste artigo é investigar experiências locais de elaboração da política de investimentos por meio da participação popular. Para tal fim, toma-se como objeto empírico o projeto de Orçamento Participativo (OP) desenvolvido no município de Araraquara (SP), de forma a compará-lo com a experiência pioneira desenvolvida na cidade de Porto Alegre (RS). O objetivo é verificar em que medida a adoção do Orçamento Participativo e a mudança no processo de elaboração e execução da política de investimento possibilitaram uma alteração qualitativa no perfil dos investimentos públicos efetuados pelos governos locais, e ainda se tais experiências permitiram um maior grau de controle social do gasto público por parte dos representantes da sociedade civil. O presente estudo qualifica as experiências de Orçamento Participativo a partir das seguintes variáveis: a) aumento do número de participantes ao longo do desenvolvimento do projeto; b) grau de intervenção da sociedade civil sobre a definição dos investimentos e c) execução dos Planos de Investimentos definidos no OP
The purpose of the present article is to investigate local experiences of investments policies elaboration by popular participation. We have as empirical object the Participative Budget project (OP) developed in the city of Araraquara (SP), compared to the pioneer experience developed in the city of Porto Alegre (RS). Our aim is to verify how much the adoption of Participative Budget and the changing in the elaboration process and execution of the investment policy made possible a qualitative change in the features of the public investments made by local governments. Yet if those experiences made a higher social control of public expenses possible by the civil society representatives. The present study qualifies as experiences of Participative Budget based on the following elements: a) the increase of participants throughout the development of the project; b) the dimension of civil society intervention over the definition of the investments and c) accomplishment of investment plans defined at the OP.
