O ocaso da reforma sanitária brasileira

Recusando-se a aceitar o baixo financiamento como explicação suficiente para os desacertos do Sistema Único de Saúde, o autor procura correlacioná-los também com decisões equivocadas sobre organização de serviços e incapacidade para fazer alianças sociais. Na base destes equívocos estão lógicas de abordagem de problemas cujas raízes remontam ao início da reforma sanitária. A cultura sanitária construída nas últimas décadas dificultou a construção de alianças sociais para a sustentação do SUS e do projeto de reforma sanitária. Assim, novos avanços do sistema demandarão uma reformulação mais radical do projeto e a inclusão de novos atores.

Refusing to accept the low funding as a sufficient explanation for the bad services offered by the Brazilian Unified Health System, the author aims at correlating them with wrong decisions about the organization of the services and the difficulties in making social coalitions. In these errors, there
are the approach logics, whose roots are in the beginning of the health reform. The sanitary culture built in the last decades made difficult the construction of social coalitions for the Brazilian Unified Health System sustenance and the health reform project. Therefore, new advances in the system will demand a more radical reformulation of the project and the inclusion of new actors.
