A transparência na gestão fiscal, além de ser exigência pela legislação infraconstitucional nacional, é uma poderosa ferramenta de gestão para o administrador público e deve ser amplamente utilizada na Administração Pública. Sendo assim, buscou-se criar os índices de transparência na gestão fiscal, proveniente dos portais de transparência dos três Poderes do estado do Maranhão, e criar um ranking de transparência na gestão fiscal dos três Poderes do Estado do Maranhão. A metodologia utilizada caracteriza-se por ser do tipo exploratório e a abordagem do problema de pesquisa ser do tipo quantitativa. Quanto aos procedimentos técnicos, pode-se destacar que o estudo é do tipo multicaso e com análise de conteúdo. Sendo assim, os resultados apontaram que o Poder Executivo foi o que apresentou o maior índice de transparência na gestão fiscal, possibilitando fácil acesso dos cidadãos ao seu Portal de Transparência, enquanto os Poderes Judiciário e Legislativo ficaram em segundo e terceiro lugares, respectivamente.
The transparency in fiscal management, besides being required by national infraconstitutional legislation, is a powerful management tool for the public administrator and should be widely used in Public Administration. Thus, we sought to create transparency indices in fiscal management, coming from the transparency portals of the three branches of the state of Maranhão, and create a ranking of transparency in the fiscal management of the three branches of the State of Maranhão. The methodology used is characterized by being of the exploratory type and the approach of the research problem is of the qualitative type. As for the technical procedures, it can be emphasized that the study is multi-type and with content analysis. As we can see, the results showed that the Executive Branch was the one with the highest transparency index in fiscal management, allowing citizens easy access to their Transparency Portal, while the Judiciary and Legislative Powers were in second and third places, respectively.
