A implantação de clusters na Amazônia: Revisão legal e avaliação dos aspectos administrativos e ambientais do distrito industrial de Icoaraci/Belém-PA

A oferta de incentivos financeiros é característica comum a cinco municípios (Santarém, Ananindeua, Belém, Barcarena, Marabá) no Pará. Esses favorecem a formação de aglomerações espontâneas de indústrias no mesmo espaço geográfico; que tende a ser classificado, mas como clusters do que como distritos industrial, dado seu estado de amadurecimento e consolidação local. Da revisão realizada, observou-se que inexiste legislação atual disciplinadora da criação, instalação e organização de distritos industriais, no entanto, há uma farta produção de instrumentos legais correlatos. O exemplo disto é o Distrito Industrial de Icoaraci (Belém) que não internaliza no município os benefícios socioambientais de sua implantação.

Financial local incentives are a common feature present in the five counties (Santarem, Ananindeua, Belem, Barcarena, Maraba) in the State of Para. These incentives favor the spontaneous clustering of industries in the same geographic area. They tend to be classified as clusters because they need to become more mature and consolidated to be considered industrial districts. The review showed that there is no current legislation to regulate their design, installation, and organization; however, there is an abundant production of related legal instruments. The example adopted was the Industrial District of Icoaraci (Belem), which has not adopted the social and environmental benefits of its implementation.
