O trabalho desenvolve uma reflexão a cerca das cidades-santuários no estado do Ceará, Brasil, relacionando-as com as questões do patrimônio cultural e da política de modernização das dioceses católicas. O texto tenta identificar uma identidade na gestão de grandes e pequenos santuários no uso estratégico das festividades e do turismo religioso. Mostra como as devoções religiosas populares, embora crescentes vão permanecendo à margem das políticas de incentivo a gestão turística integrada. E após organizar uma série de reflexões a respeito da função emissiva e interativa, sobre a qual o turismo religioso se baseia. O texto indica, no final, alguns encaminhamentos voltados ao planejamento imaginativo das cidades-santuários, de forma a criar condições para o uso e implantação da educação patrimonial, nos espaços públicos e eclesiais.

The work develops a reflection about the shrine cities in the state of Ceará, Brazil, relating them to issues of cultural heritage and modernization policy of the Catholic dioceses. The text attempts to identify an identity management of large and small shrines on the strategic use of the festivities and religious tourism. It shows how popular religious devotions, while growing will remain on the sidelines of policies to encourage the integrated tourism management. And after organizing a series of reflections about the function of emissive and interactive, on which the religious tourism is based. The text indicates, in the end, some imaginative planning referrals directed to shrine cities in order to create conditions for the use and implementation of heritage education, in public and church.
