The state of Minas Gerais has experienced significant growth in crime rates during the last
years and the spatial distribution of crime among municipalities has been highly
heterogeneous. Based on different types of crimes this paper has the objectives of
determining a crime index for the municipalities and to investigate the existence of spatial
correlation of crime rates among municipalities. The results indicated the existence of seven
groups characterized by different level of criminality. It was identified significant spatial
correlation of crime rates meaning that crime in one city is seriously affected by the level of
crime in its neighbors. It was shown that the spatial clusters for crime against property were
very distinct from those clusters of crime against people. The state crime policy should
consider the type of crime, the spatial distribution of different types of crimes and the
negative externalities that crime rates of one city have over its neighbors.
