O fenômeno do crescimento urbano é uma realidade nas cidades brasileiras, e reflete as dinâmicas espaciais. Para tanto, os agentes produtores do espaço urbano desenvolvem ações específicas contribuindo de acordo com seus interesses particulares. Nesse contexto, as pequenas cidades não fogem a essa regra, pois se verifica que elas têm apresentado um crescimento urbano em razão direta de seus fatores motrizes, isto é, seja pela indústria, pelo comércio, pela agropecuária dentre outros. Há, ainda, os casos diretamente relacionados a abertura de loteamentos, se configurando como uma forma de expansão urbana para as pequenas cidades. Desse modo, objetivou-se analisar o crescimento urbano em Rafael Fernandes, pequeno município do estado do Rio Grande do Norte, a partir da transformação da terra rural em solo urbano para a abertura do loteamento Santa Luzia. Pesquisa qualitativa, em campo, realizou-se entrevistas com promotores imobiliários, incluindo engenheiros e proprietários de terras, e o poder público municipal. Identificou-se que o crescimento urbano está associado às ações desses agentes, especialmente a partir de 2010. Além disso, esse crescimento ocorre nas áreas à margem da BR-405, e em direção a Pau dos Ferros, centro subregional do interior do estado.

The phenomenon of urban growth is a reality in Brazilian cities, and reflects the spatial dynamics of the world, as well as of the different regions. For that, the urban space producing agents develop specific actions contributing to this growth, according to their particular interests. In this context, small cities are no exception to this general rule, as it appears that they too have been experiencing urban growth directly due to their driving factors, that is, whether by industry, commerce, agriculture or tourism, among others . There are also cases directly related to the opening of subdivisions, becoming a new form of urban expansion for small cities. Thus, the objective was to analyze urban growth in Rafael Fernandes, a small municipality in the interior of the state of Rio Grande do Norte, from the transformation of rural land into urban land for the opening of the Santa Luzia subdivision. Qualitative research in the field, interviews were conducted with property developers, including engineers and landowners, and the municipal government. It was identified that the urban growth of the city is associated with the actions of these agents producing urban space, especially from 2010. In addition, this growth occurs in the peripheral areas on the edge of the city's BR-405, with the transformation of rural land on urban land and towards Pau dos Ferros, a subregional hub in the interior of the state.
