A CONSTITUIÇÃO DO ESTADO GERENCIAL E A EMERGÊNCIA DA EMERGÊNCIA DA REGULAÇÃO DE SUJEIÇÃO

Este artigo analisa a configuração do Estado Gerencial posto, no Brasil, pela ação da terceira via de governo de Fernando Henrique Cardoso e a afirmação da regulação de sujeição. O contexto macro das análises é o momento histórico de forte expressão da globalização, que por meio de suas atividades econômicas, políticas e culturais promove ações no sentido da expansão flexível da acumulação. Considera-se que, no contexto da reforma do Aparelho de Estado, o governo de Fernando Henrique Cardoso afirma a regulação de sujeição como necessária ao processo de modernização do Estado e da própria configuração do Estado Gerencial, mas a regulação de sujeição somente se torna possível pela contradição posta pela ressignificação do conceito de propriedade.

Resumo Inglês:

This article analyzes the configuration of the Management State put, in Brazil, by the Third Way government of the Fernando Henrique Cardoso’s government and the statement of the subjection regulation. The context macro of the analyses is the historical moment of strong expression of the globalization, that through their economical, politics and cultural activities it promotes actions in the sense of the flexible expansion of the accumulation. It is considered that in reform the Apparel of State, the Fernando Henrique Cardoso government affirms the subjection regulation as necessary to the process of modernization of the State and of the own configuration of the Management State, but the subjection regulation only if it turns possible for the contradiction put by the resignification of the property concept.
