Resumo Português:

O presente trabalho tem por objetivo debater a importância da participação social no âmbito da gestão das políticas públicas, na medida em que as reflexões sobre a gestão das políticas públicas implicam, necessariamente, no debate sobre a participação e o capital social. A participação é indispensável quando se trata da gestão das políticas públicas, em todos os momentos do processo de elaboração e fiscalização das mesmas. Os estudos sobre a participação remetem, por sua vez, ao conceito de capital social, que é, em suma, o fator determinante para uma maior ou menor participação da sociedade civil. A participação dependerá, portanto, dos estoques de capital social que cada comunidade dispõe. Ao longo do texto, se pretende trazer alguns aportes teóricos sobre o conceito e a formação do capital social. Por outro lado, o trabalho pretende, ainda, fazer um esboço acerca das diferentes formas de participação, bem como lançar reflexões sobre a abertura dos espaços públicos de participação.

Resumo Inglês:

The present work has for objective debate the importance of social participation in the management of public policies, to the extent that the reflections on the management of public policies necessarily involve in the debate on participation and capital stock. The participation is indispensable when is a matter of the management of the public politics, in all of the moments of the trial of elaboration and inspection of the same. The studies about the participation remit, by his time, to the concept of capital stock, that is, in sum, the determinant factor for a bigger or smaller participation of the civil society. The participation will depend, therefore, of the rapier of capital stock that each community arranges. To the long one of the text, if is going to bring some you disembark theoreticians about the concept and the formation of the capital stock. On the other hand, the work intends, still, do an outline about the different forms of participation, as well like throw reflections about the opening of the public spaces of participation.
