CIÊNCIAS SOCIAIS, RURALIDADE E TERRITÓRIOS: em busca de novas referências para pensar o desenvolvimento

Este trabalho pretende identificar as principais vertentes teóricas e analíticas das ciências
sociais que utilizam o conceito de território para analisar os processos de desenvolvimento
e mudança social no meio rural. Na primeira seção discutem-se três perspectivas analíticas,
que são a perspectiva da geografia política, que utiliza-se do conceito para analisar o poder
e as formas de dominação no espaço. A visão da antropologia e da sociologia, que analisam
os territórios na perspectiva da identidade social e da construção do capital social. E a
abordagem da geografia econômica, que pensa o território como uma variável do
desenvolvimento econômico que permite entender o papel do espaço sobre os processos
inovação, a geração de economias de escopo e a criação de externalidades. Em seguida
discute-se como as perspectivas teóricas contemporâneas que se dedicam à reflexão sobre o
tema do desenvolvimento incorporam a noção de território em seu arcabouço analítico e
conceitual. Nas seções finais analisa-se como as principais perspectivas políticas, práticas e
analíticas que operam com a noção de desenvolvimento territorial rural vem sendo
apropriadas pelos formuladores de políticas tanto quanto pelos estudiosos. A conclusão do
trabalho aponta, sumariamente, que esta havendo uma renovação do debate sobre
ruralidade, territórios e desenvolvimento que vem influenciando tanto os mediadores como
os analistas, que estão aprendendo a lidar com este novo referencial por meio de teorias e
metodologias.

This paper aims to identify the main theoretical and analytical veins from the social
sciences which using the concept of territory to examine the processes of development and
social change in rural areas. The first section discusses three analytical perspectives, which
are the perspective of political geography, which is used to analyze the concept of power
and forms of domination in space. The vision of anthropology and sociology, which
examined the territories in the perspective of the social identity and building social capital.
And the approach of economic geography, which understand the territory as a variable of economic development that helps to understand the role of space on the innovation
processes, the generation of scope economies and the creation of externalities. The next
section discusses how the contemporary theoretical perspectives engaged in the reflection
on the development issues are incorporating the concept of territory in its conceptual and
analytical framework. The final section examines itself how the main political perspectives,
practices and analytical operating with the notion of territorial rural development has been
appropriate for policy-makers as well as by scholars. The conclusion of the paper points
out, briefly, that there is a renewal on the debate on rurality, territoriality and development
that is influencing both the mediators and the scholars, who are learning to cope with this
new framework throughout theories and methodologies.
