O estudo tem como objetivo realizar a análise financeira e atuarial dos Regimes Próprios de Previdência Social (RPPS) dos Municípios da região do Vale do Rio Pardo, composta por 23 municípios, sendo que destes 15 instituíram Regime Próprio de Previdência Social. Para subsidiar o estudo, buscou-se na literatura conceitos sobre o Regime Próprio de Previdência Social, além disso procurou-se destacar a importância do Equilíbrio Financeiro e Atuarial dos RPPS para a sociedade e para a economia brasileira como um todo. Para tanto, realizou-se uma pesquisa aplicada, descritiva, com abordagem quantitativa e qualitativa. A coleta de dados foi por meio de sites, especificadamente do Sistema de Informações dos Regimes Próprios de Previdência Social (CADPREV), através do Demonstrativo de Resultados de Avaliação Atuarial (DRAA). Verificou-se que todos os municípios apresentaram superávit financeiro no período analisado. No entanto, no que se refere a situação atuarial dos municípios, todos eles apresentaram resultados deficitários, com exceção do município de Mato Leitão que no ano de 2017 atingiu o equilíbrio atuarial. A origem dos déficits atuariais apresentados pelos municípios podem ter sido causados por vários fatores, sendo que as principais e mais recorrentes são por exemplo, a aplicação de um Plano de Custeio inadequado quando da instituição do RPPS, rendimentos das aplicações e investimentos dos recursos financeiros do RPPS abaixo do mínimo atuarial esperado (meta atuarial), promoções e incorporações de vantagens às vésperas da aposentadoria, sem a proporcional capitalização do sistema, entre outros. Para recuperação do Passivo Atuarial todos os municípios aderiram a um plano de custeio, por meio aplicação de alíquota especial (suplementar).

The objective of this study is to do a financial and actuarial analysis of the Prefecture Pension Schemes (RPPS) of the municipalities of the Rio Pardo Valley’s region, that is composed of 23 municipalities, of which 15 have implemented their own Pension Scheme. In order to source the study, it was searched in the literature for concepts about Prefecture Pension Scheme. Besides that it was emphasized the importance of the Financial and Actuarial Equilibrium of the RPPS for the society and for the Brazilian economy in general. It was done an applied and descriptive research with a quantitative approach. The data was collected from websites, specifically the Information System of the Pension Schemes (CADPREV), using the Actuarial Evaluation’s Results’ Balance (DRAA). It was verified that all the municipalities have had a financial surplus in the analyzed period; however, regarding the actuarial situation of the municipalities, all of them, but Mato Leitão, which in 2017 reached actuarial equilibrium, have had deficit results. The origin of the actuarial deficit presented by the municipalities may be caused by several factors, being the main and most common ones, for instance, the implementation of an inappropriate Costing Plan at the foundation of the RPPS; the performance of the investment and application of the financial resources being lower than the minimum actuarial expected (actuarial goal); the promotions and permanent increase in the salary band or in the benefits on the eve of the retirement, without the proportional capitalization of the system; among other reasons. Aiming the recovery of the Actuarial Liability, all municipalities have joined a costing plan that applies a special aliquot (supplementary).
