OS SISTEMAS DE PROTEÇÃO SOCIAL E SUAS INFLUÊNCIAS NA CONFIGURAÇÃO DA SEGURIDADE SOCIAL E DA ASSISTENCIA SOCIAL NO BRASIL

O artigo apresenta uma análise sobre as configurações históricas dos Sistemas de Proteção Social, mostrando-os como um conjunto de ações formatadas em um contexto de crise da sociedade capitalista, que tiveram como objetivo atingir determinado nível de bem estar e estabilidade em face dos riscos sociais decorrentes do modelo de organização da vida social. Para tal, utilizou-se a pesquisa bibliográfica com os autores de referência na área, quais sejam: Castel (2005), Esping-Andersen (1991), Draibe (1990), Boschetti (2006), Santos (1999), Pereira (1998), Bonfim (2009), Sposati (2007). Nessa perspectiva, as discussões empreendidas mostram que a Proteção Social é construída pelas sociedades a partir das especificidades históricas, tomando como referência o encadeamento entre a forma como o Estado, a Sociedade e o Mercado se articulam. Além disso, o artigo mostra que a assistência social, estruturada como política pública passa a suprir as lacunas deixadas pela rede protetiva previdenciária, em prol daqueles que não dispõem de capacidade contributiva. Isso acontece porque, apesar das divergências e diferenciações no âmbito dos sistemas de proteção social que foram organizados, eles têm um ponto de convergência que é a proteção temporária, visando preparar o indivíduo para o retorno à vida produtiva.

The article presents an analysis of the historical settings of the Social Protection Systems, showing them as a set of actions in a formatted context of crisis of capitalist society, which aimed to achieve a certain level of well-being and stability in the face of social risks resulting model of organization of social life. To this end, we used the literature with the authors in this area, which are: Castel (2005), Esping-Andersen (1991), Draibe (1990), Boschetti (2006), Santos (1999), Pereira (1998 ), Bonfim (2009), Sposati (2007). In this perspective, the discussions undertaken show that the Social Protection is built by companies from the historical specificities, taking as reference the thread between how the State, Society and Market articulate. Furthermore, it shows that social assistance, structured as public policy goes on to fill the gaps left by the protective social security network, on behalf of those who have no ability to pay. This is because, despite differences and differentiations within the social protection systems that were organized, they have a point of convergence that is the temporary protection, designed to prepare the individual for return to productive life.
