O referido artigo busca expor os conflitos entre os poderes Executivo e Legislativo durante o período da ditadura civil- militar no Brasil (1964 – 1985), além de abordar sobre o funcionamento do Parlamento através da coluna “O espírito da coisa”, do jornal O Rio Branco, no qual exterioriza de forma concisa o olhar do escritor acriano Antônio Alves (Toinho Alves) sobre o exercício do Congresso Nacional no ano de 1983, antepenúltimo ano antes do fim da ditadura. Aborda ainda as narrativas das contradições, sob a perspectiva teórica do filosofo Michel Foucault, onde a história das ideias tem na contradição a certeza da coerência.

This article seeks to expose the conflicts between the Executive and Legislative branches during the period of the civil-military dictatorship in Brazil (1964 - 1985), as well as discussing the functioning of Parliament through the column "O espírito da coisa" Rio Branco, which concisely expresses the views of the Antônio Alves or Toinho Alves writer on the exercise of the National Congress in 1983, the year before the last year before the end of the dictatorship. It also deals with the narratives of contradictions, under the theoretie cal perspective of the philosopher Michel Foucault, where the history of ideas has in the contradiction the certainty of coherence.
