NOTAS SOBRE O CONCEITO DE PARTICIPAÇÃO POLÍTICA E SUA ARTICULAÇÃO COM A CONCEPÇÃO DE GESTÃO DEMOCRÁTICA

O objetivo deste artigo é apresentar uma breve discussão sobre a concepção de
participação política. A partir da introdução da concepção de gestão democrática
na educação pública, passou a ser necessário se compreender o que se entende
por participação política e como essa participação se articula com a concepção de
gestão democrática. Pretende-se apresentar algumas vertentes teóricas que
teriam subsidiado a constituição deste conceito. Trabalhamos com categorias de
Max Weber e Raymundo Faoro. O trabalho se desenvolve com o intuito de
determinar em que medida, por força do território teológico em que foi gerada, a
concepção de participação, concebida como prática política preserva relações
próprias à esfera religiosa. Pode-se concluir que a concepção ainda retém parte
de seu significado medieval e católico, que articula o desejo de pertencimento a
uma comunidade eminente, transcendente e virtuosa. Em sua forma mais
moderna, a participação constitui uma mediação entre cidadania, vontade geral e
soberania popular.

Notes on the concept of political participation and its relationship with the
concept of democratic management
The aim of this paper is to present a brief discussion about the concept of political
participation. Since the introduction of the concept of democratic management in
public education, it became necessary to understand what the meaning of political
participation is and how that participation is linked to the conception of democratic
management. The paper also intends to present some theoretical issues that
would have helped the establishment of the concept. We work with categories of
Max Weber and Raymundo Faoro. The work was developed in order to determine
to what extent, under the theological territory in which it was generated, the
concept of participation, conceived as a practical policy, preserves the religious
sphere own relationships. It can be concluded that the conception still retains part
of its medieval and Catholic meaning, which articulates the desire of belonging an
imminent, transcendent and virtuous community. In its more modern form,
participation is a mediation between citizenship, general will and popular
sovereignty.
