Este artigo tem como fundamento a regionalização nas Relações Internacionais a partir de um ensaio cuja função é analisar as implicações dos fluxos internacionais e da soberania para o modelo regionalista que se fez valer na União Européia. O intuito é estabelecer a relação entre a nova soberania nacional e a identidade regional - pontos pertinentes na discussão sobre regionalismo e integração. Para tal, concentraremos nossas observações e usos de algumas das teorias desenvolvidas sobre este tema e sobre a União Européia, procurando fazer uma reflexão que aborde o que há de expressivo quanto às políticas sociais vigentes.

Resumo Inglês:

This article has as focus the regionalization in International Relations. It’s an essay whose function is to analyze the implications of the international flows and of the sovereignty for the regional institutions and rules implemented by the European Union. The intention is to detect the establishment of the relation between the new national sovereignty and the regional identity –important points in the quarrel on regionalism and integration. For such, we will concentrate our comments and uses of some of the theories developed on this subject and the European Union, looking forward to make a reflection about what it has of expressive in the effective in terms of the EU’s social policies.
