Este trabalho discute a questão da educação especial e da inclusão escolar no Brasil,
associado ao processo de construção das políticas educacionais públicas. Mostra o papel da
Constituição Federal e da Lei de Diretrizes e Bases na promoção e asseguridade da educação aos
indivíduos com necessidades especiais, considerando o abismo existente entre a teoria e a prática.
Além disso, evidencia as dificuldades para incluir os “portadores” de necessidades especiais na
escola e na sociedade.

Resumo Inglês:

This article discuss both ‘Special Education’ and the ‘School Inclusion’ in Brazil, inside
the process of construction and promotion of the public education politics. In this purpose, it shows
the part of the ‘1988 Federal Constitution’ and the ‘1996 Directives and Bases Law’ in the process
of the regency and assurance of education to people with special needs, considering the extant
contradiction between theory and practice. More over this, it shows the present difficulties in the art
of including special need holders into the school and society.
