MECANISMOS PARA IDENTIFICAÇÃO E ESTIMULAÇÃO DE SETORES COM POTENCIAL PARA FORMAÇÃO DE ARRANJOS PRODUTIVOS LOCAIS (APL)

O presente trabalho teve como objetivo identificar mecanismos que permitam identificar setores com potencial para se tornarem Arranjos Produtivos Locais (APLs) e indicar formas de estimulá-los a se tornarem APLs. Os mecanismos adotados foram: Índice de Especialização (IE), Índice de Concentração (IC) e Coeficiente de Localização (QL) e a tipologia proposta por Cabral (2008) A metodologia utilizada foi a pesquisa teórica, somada a entrevistas, a fim de se identificarem esses mecanismos. Posteriormente, foram efetuados os cálculos dos índices com base em dados secundários obtidos na base de dados da RAIS. Os mecanismos encontrados foram aplicados na região do ABC Paulista, e os resultados apontaram os setores de automóveis e resinas termoplásticas como principais candidatos a se tornarem APLs. Posteriormente foi realizado estudo sobre o setor metal-mecânico da região do ABC, visando a identificar as relações estabelecidas por empresas desse setor com fornecedores e clientes locais. Observou-se que é baixa intensidade das relações locais existentes nesse setor. A fim de estimular a formação de APL metal-mecânico, propõe-se que sejam identificadas possibilidades das empresas utilizarem fornecedores e clientes locais, por meio da prospecção e entrevistas, tanto com empresários do setor metal-mecânico quanto com seus potenciais fornecedores e clientes.

This study aimed to identify mechanisms to identify sectors with potential to become Local Productive Arrangements (LPAs) and indicate ways of encouraging them to become LPAs. The mechanisms used were: Specialization Index (SI), Concentration Index (CI) and Location Coefficient (LC) and the typology proposed by Cabral (2008) The methodology used was literature research and interviews, in order to identify mechanisms. Subsequently, the calculations were made of the indices based on secondary data obtained in the RAIS database. The mechanisms found were applied in the ABC Paulista Region, and the results indicated the automotive and thermoplastic resins as the main candidates to become APLs. Subsequent study was conducted on the metal mechanic sector in the ABC region, to identify the relationships established by firms in this sector with local suppliers and customers. It was observed that is low the intensity of local relations in this sector. In order to stimulate the formation of APL metal mechanic, it is proposed that business opportunities are identified using local suppliers and customers through the survey and interviews with metal mechanic sector managers and their potential suppliers and customers.
