Inovação e empreendedorismo são elementos essenciais para o processo de desenvolvimento de uma cidade e região. E as instituições de ensino superior são agentes essenciais neste processo. O Poder Público, através das suas leis, ações, programas, projetos, etc., representam, juntamente com as empresas, o tripé necessários para o tão perseguido desenvolvimento socioeconômico. Assim, este ensaio objetivou analisar a Lei Orgânica do Município de Macapá, Capital do Estado do Amapá, procurando identificar se o referido instrumento legal possui algum incentivo para que as instituições de ensino superior instaladas na Cidade, desenvolvam atividades de incentivo à criação de novos negócios. A abordagem ao problema foi qualitativa, com estudo específico dessa Lei.

Innovation and entrepreneurship are essential elements for the development process of a city or region. Higher education institutions are essential agents in this process. The Government, through its laws, actions, programs, projects, etc, represent, together with the companies, the tripod needed for the so pursued socioeconomic development. Thus, this article aimed to analyze the Organic Law of the City of Macapá, Capital of Amapá State, seeking to identify if this legal instrument has any incentive for higher education institutions located in the City, to develop activities to encourage the creation of new businesses. The approach to the problem was qualitative, with specific study of this Law.
