EXCELÊNCIA NA MENSURAÇÃO DO DESEMPENHO: UMA ANÁLISE DA GESTÃO EDUCACIONAL E EMPRESARIAL

Resumo Português:

O estudo tem por objetivo analisar a convergência entre os modelos de mensuração do
desempenho da Fundação Nacional da Qualidade - FNQ (Critérios de Excelência) e do
Ministério de Educação – MEC (Sistema Nacional de Avaliação do Ensino Superior –
SINAES) e, através dessa convergência, demonstrar que se pode utilizar de ambos os
modelos para aperfeiçoar a gestão das instituições de ensino superior. O SINAES tem foco
pedagógico e busca a eficiência acadêmica, enquanto que os Critérios de Excelência têm
foco empresarial na busca de resultados. As variáveis analisadas estão relacionadas aos
critérios de qualidade da Fundação Nacional da Qualidade - FNQ e do Sistema Nacional de
Avaliação da Educação Superior – SINAES do MEC. Os resultados da análise evidenciaram
uma convergência entre os dois critérios de avaliação. A análise de compatibilização
delineada demonstra que os dois mecanismos de avaliação podem ser utilizados
simultaneamente nas instituições de ensino superior, permitindo um diagnóstico ainda mais
completo da instituição.

Resumo Inglês:

The study aims to examine the convergence between the models for measuring the
performance of the National Foundation for Quality - FNQ (Criteria for Excellence) and the
Ministry of Education - MEC (National System of Higher Education Assessment - SINAES),
and through this convergence we can demonstrate the use of both models to improve the
management of higher education institutions. The SINAES, used to evaluate the institutions
of higher education, has focused teaching and search the efficiency of a management
dedicated to this goal, while the Standard of Excellence has focused business, results of the
search and address issues directly aimed at that goal. The variables analyzed, are related to
the quality criteria of FNQ and the National System for the Evaluation of Higher Education -
SINAES of MEC. The results of the analysis showed a convergence between the two criteria.
The analysis of compatibility outlined demonstrates that the two mechanisms of evaluation
can be used both in higher education institutions, enabling a more complete diagnosis of the
institution.
